According to the Russian news agency reported on April 14, in an interview with the Associated Press, Scarparotti said that Western countries and Russia could better understand each others intentions during the cold war. According to the report, Scarparotti believes that communication and interaction between the two sides are a key part of containment and that understanding the potential and intentions of the enemy can minimize the possibility of conflict.
I personally believe that collaboration is a key part of containment. So in my opinion, we need to have more exchanges with Russia. This will ensure that we understand each other and let each other understand why we did that. Scarparotti added.
But Scarparotti added that the interaction between the two sides did not need to be too frequent.
Vladimir Jabarov, the first Vice-Chairman of the International Affairs Committee of the Russian Federal Council, responded to Scarlattis comments on the same day, according to a report on Russia Today.
Jabarov said, Im glad to hear that common sense has finally prevailed in the West. Our relations with NATO and the United States have recently become ridiculous. Russia is to blame for all the bad things in the world. We are regarded as an aggressor and one of the destabilizing countries in Europe. I think its time to stop all this.
Jabarov also said that if the two sides take practical action after Scarparottis speech, then the two sides will begin to gradually ease the tensions that have persisted over the past decades.
It is reported that Russia has repeatedly declared NATOs unprecedented activity on its western border in recent years. NATO has been expanding eastward, calling it to curb Russias aggression. Moscow has on more than one occasion expressed concern about NATO troop surge in Europe. Russias Foreign Ministry announced on March 19 that NATOs actions are militarizing the Black Sea region. NATO warshipsstay in the Black Sea increased significantly in 2018, from 80 days in 2017 to 120 days. Moreover, NATO is actively continuing to expand its military presence in the Black Sea region. Russian Presidential Press Secretary Peskov also said that Russia does not pose a threat to any country, but it will not ignore actions that pose potential risks to its own interests.
